科技计划项目后评价体系构建研究

【摘要】:科学技术是推动经济发展的主要动力,科技计划是影响科学技术及相关环境未来发展的行动方案,科技计划项目是科技计划的具体实施。我国对科技计划投入逐年上升,科技成果产出也逐年上涨,然而每年产出的大量科技成果却未能得到充分有效转化。科技计划项目后评价机制不完善成为影响我国科技成果转化的一个重要因素,如何通过有效的评价体系提高科研工作者对科技成果转化的重视度已是十分紧迫的科学问题。 因此,本文以科技计划项目结题后期成果效应为评价重点,以后期跟踪为研究视角,构建了富有弹性的科技计划项目后评价体系,在评价体系中引入成果持续效应指标,对项目在结题后产生的综合效应进行有效评价。从而为科技管理部门对科技计划项目的管理与评估提供可行性与操作性较强的评价方法,对提高科研投入效率有着一定意义。论文主要内容包括以下几个方面: 首先,通过文献研究国内外科技项目评价的研究进展,并针对科技项目与项目后评价的相关理论进行系统梳理,为下文的分析与研究奠定基础;然后,对科技计划项目及其评价现状进行深入分析,发现科技计划项目评价中存在的问题,并进行原因分析,为后文构建后评价体系起到一定的参考作用; 其次,构建科技计划项目后评价体系。根据评价的目的对科技计划项目先进行归类分析,本文共划分为五类,再针对不同类别项目设计相应的后评价指标体系。针对科技计划项目后评价的特点,设计了完整的后评价程序以及实施的保障,对后评价的实施过程给予了详尽说明; 最后,通过选取几类代表性项目,对本文构建的后评价体系进行验证,并针对后评价体系中存在的问题进行修订。
[Abstract]:Science and technology is the main driving force to promote economic development, science and technology plan is the action plan affecting the future development of science and technology and related environment, and science and technology plan project is the concrete implementation of science and technology plan. The input of science and technology plan in our country increases year by year, and the output of science and technology achievement increases year by year. However, a large number of scientific and technological achievements produced each year have not been fully and effectively transformed. The imperfect post-evaluation mechanism of scientific and technological projects has become an important factor affecting the transformation of scientific and technological achievements in China. How to improve the attention of scientific researchers to the transformation of scientific and technological achievements through an effective evaluation system has become a very urgent scientific issue. Therefore, this paper takes the late outcome effect of the science and technology plan project as the evaluation focus, and takes the late tracking as the research angle, constructs the flexible post-evaluation system of the science and technology plan project, and introduces the index of the sustained effect of the achievement in the evaluation system. The comprehensive effect of the project after the conclusion of the project is evaluated effectively. In order to provide a feasible and operational evaluation method for the management and evaluation of scientific and technological planning projects, it is of great significance to improve the efficiency of scientific research input. The main contents of this paper include the following aspects: firstly, the research progress of evaluation of scientific and technological projects at home and abroad is studied through literature, and the related theories of scientific and technological projects and post-evaluation are systematically combed. To lay the foundation for the following analysis and research; Then, it deeply analyzes the present situation of science and technology plan project and its evaluation, finds out the problems existing in the evaluation of science and technology plan project, and carries on the reason analysis, which plays a certain reference role for the later construction of the post-evaluation system. Secondly, the post-evaluation system of science and technology plan project is constructed. According to the purpose of the evaluation, the scientific and technological planning projects are classified and analyzed firstly. This paper is divided into five categories, and then designs the corresponding post-evaluation index system for different types of projects. According to the characteristics of post-evaluation of science and technology project, a complete post-evaluation procedure and implementation guarantee are designed, and the implementation process of post-evaluation is explained in detail. Finally, some representative items are selected to verify the post-evaluation system, and the problems existing in the post-evaluation system are revised.
