中国发展离岸服务外包的国际竞争力研究

【摘要】:随着我国经济的快速增长和国际分工的日益明显,服务外包作为一种新型的产业形式迅速的占领着国际市场。业务类型也由原来单一的信息服务外包发展到知识流程外包。涉及的行业也由原来的软件业扩展到金融业、物流业、会计、咨询等行业。尤其是经历了08年的金融危机,越来越多的企业意识到一个企业要想长期稳定的发展,就必须要注重发展企业的核心竞争力。因此,在跨国公司以及500强企业的带领下,各国企业纷纷转型把非核心业务外包给其它国家,而企业内部专攻核心技术,以此来获得更高的收益和更小的风险。 承接国际服务外包可以促进经济增长、产业结构升级、资源配置合理、促进充分就业等,可以给我国带来巨大的经济收益和社会贡献。目前,虽然我国服务外包产业拥有完善的基础设施、强劲的政府支持、低廉的人力资源成本、友好的国际关系,但是我国服务外包产业在国际上的市场份额仍旧很小。中国如何在这次转型浪潮中抓住机遇并迅速地占据国际市场份额是本文研究的关键,相较于印度、爱尔兰、菲律宾这些外包明星国家而言,中国离岸服务外包业务起步较晚、整体规模较小、相关政策不够完善、始终处于产品价值链的最低端。如何改善我国的现状,使中国从这些国家中脱颖而出是本文研究的重中之重。本文通过大量的数据以及图表描述了全球以及我国离岸服务外包的现状,并从定量和定性两个方面分析了我国服务外包国际竞争力的主要决定因素,最后根据这些因素探索出一条适合中国国情的服务外包的道路。 具体而言,本文可以分为六个部分。第一部分是绪论,介绍了选题的背景以及意义,并分析了国内外服务外包的理论研究现状;在第二部分中,,对服务外包的概念尤其国际服务外包的概念以及具体形式进行界定,并对服务外包的相关理论以及产业竞争理论进行简单的阐述;第三部分从市场规模、业务类型以及市场细分三个方面描述了全球服务外包的发展现状,并系统了分析了全球国际服务外包产业市场占有率最高的三个国家(印度、菲律宾、爱尔兰)服务外包的竞争力特点;第四部分同样从市场规模、业务类型、市场区域等方面对中国承接离岸服务外包的现状进行分析;第五部分首先通过钻石模型对我国与印度承接国际服务外包的国际竞争力进行对比分析,然后具体通过相关变量对其进行定量分析;第六部分是通过第五章的定量和定性分析找出我国与服务外包明星国家之间的差距,并从政府和企业两个方面分析了我国目前需要改善的地方。
[Abstract]:With the rapid growth of Chinese economy and the increasingly obvious international division of labor, service outsourcing, as a new type of industrial form, rapidly occupies the international market. The business type also develops from the original single information service outsourcing to the knowledge process outsourcing. The industry involved also expanded from the original software industry to finance, logistics, accounting, consulting and other industries. Especially after the financial crisis in 2008, more and more enterprises realize that if an enterprise wants to develop steadily for a long time, it must pay attention to the development of the core competitiveness of the enterprise. Therefore, under the leadership of multinational corporations and the top 500 enterprises, the enterprises of all countries have transformed to outsource non-core business to other countries, while the internal enterprises specialize in the core technology, in order to obtain higher profits and smaller risks. Undertaking international service outsourcing can promote economic growth, upgrade industrial structure, allocate resources reasonably and promote full employment, which can bring huge economic benefits and social contributions to our country. At present, although China's service outsourcing industry has a sound infrastructure, strong government support, low human resources costs, friendly international relations, but our service outsourcing industry in the international market share is still very small. How to seize the opportunity and occupy the international market share rapidly is the key of this paper. Compared with India, Ireland and the Philippines, China's offshore service outsourcing business started relatively late. The overall scale is small, the related policy is not perfect, always in the lowest end of the product value chain. How to improve the present situation of our country and make China stand out from these countries is the most important research in this paper. This paper describes the current situation of offshore service outsourcing in the world and China through a large number of data and charts, and analyzes the main determinants of the international competitiveness of China's service outsourcing from both quantitative and qualitative aspects. Finally, according to these factors to explore a suitable service outsourcing in China. Specifically, this paper can be divided into six parts. The first part is the introduction, introduced the background and significance of the topic, and analyzed the domestic and foreign service outsourcing theory research status quo; In the second part, the concept of service outsourcing, especially the concept of international service outsourcing and its specific forms are defined, and the related theories of service outsourcing and the theory of industrial competition are briefly expounded. The third part describes the development status of global service outsourcing from three aspects of market size, business type and market segmentation, and systematically analyzes the three countries with the highest market share of international service outsourcing industry (India, Philippines). The competitive characteristics of service outsourcing in Ireland; The fourth part also analyzes the current situation of offshore service outsourcing in China from the aspects of market scale, business type, market area and so on. The fifth part makes a comparative analysis of the international competitiveness of China and India to undertake international service outsourcing through diamond model, and then carries out quantitative analysis through the relevant variables. The sixth part is through the fifth chapter quantitative and qualitative analysis to find out the gap between China and the service outsourcing star country, and from the government and the enterprise two aspects to analyze our country need to improve the place at present.
