长三角地区农业全要素生产率分解研究

【摘要】:农业是保障我国粮食安全和社会稳定的中心问题。目前,中国农业经济的增长主要依靠增加物质生产资料投入驱动,技术含量较低。随着需求的增长和自然资源约束的进一步加强,粗放式的增长越来越不可持续。全要素生产率,作为评价一个经济体经济增长效率的综合性指标,可以为经济平衡发展提供重要的政策建议,已经逐渐引起学术界的重视并对其进行了深入的研究。中国农业要保持稳定可持续的增长,农村经济要进一步发展,必须将农业发展方式从物质资料投入驱动向全要素生产率的增长驱动转变。在中国,长江三角洲地区作为经济最发达、综合实力最强的区域之一,农业发展水平同样应该处于绝对领先地位。但是,目前长三角地区的农业发展并不尽如人意,全要素生产率的年均增长率不高,并且全要素生产率的增长主要驱动因素是技术进步,技术效率提高的速度不能与技术进步的速度相适应,因此技术效率对全要素生产率的增长贡献较少。这种情况的存在导致长三角地区农业全要素生产率增长的效率并不高,没有达到平衡高效发展的要求。因此,进一步对长三角地区农业全要素生产率和农业技术效率进行研究,从而考察长三角地区农业全要素生产率的内在结构和增长机理,是非常有必要的。本文通过实证分析和规范分析,定量分析和定性分析相结合的研究方法,在全要素生产率理论的基础上,主要使用了数据包络分析法和随机前沿函数分析法对长三角地区农业全要素生产率的增长和构成做了全方位的考察,深入研究了农业要素生产率中的农业技术效率部分,并考察了长三角十六市的农业规模效率。得到以下两点结论:第一、观察期内长三角地区农业全要素生产率呈波动增长趋势,增长的主要驱动力是农业技术进步,农业技术效率的提高相对较慢,对农业全要素生产率的增长贡献较少;必须重视农业技术效率提高对农业全要素生产率的贡献;第二、长三角地区各市之间农业全要素生产率和技术效率增长目前差异较大,但考察农业技术效率的收敛性发现,各市的农业技术效率服从σ收敛和绝对β收敛,长期来看,长三角地区各市之间农业技术效率的差距趋于缩小,并最终收敛到同一稳态。因此长三角地区应当加强农业的合作与交流;第三,长三角地区农业整体处于规模递减区间,对于长三角大多数城市而言,应当减小全市的农业生产规模,提高农业生产效率,推进农业产业化发展。另外,根据实证分析结果,本文提出了重视农业基础技术的作用、重视农业前沿技术的推广应用、推进农业产业化发展、加强农业服务体系建设、采取地区差异化农业发展策略和加强长三角地区农业交流与合作等政策建议。
[Abstract]:Agriculture is the central issue of ensuring food security and social stability in China. At present, the growth of China's agricultural economy is mainly driven by increasing the input of material means of production, and the technical content is relatively low. With the growth of demand and the further strengthening of natural resource constraints, extensive growth is becoming more and more unsustainable. Total factor productivity (TFP), as a comprehensive index to evaluate the economic growth efficiency of an economy, can provide important policy recommendations for the balanced development of the economy, which has gradually attracted the attention of the academic community and been deeply studied. In order to maintain the stable and sustainable growth of Chinese agriculture and the further development of rural economy, it is necessary to change the mode of agricultural development from the input of material data to the growth drive of total factor productivity. In China, the Yangtze River Delta is one of the most developed and comprehensive regions, and the agricultural development level should also be in the absolute leading position. However, the agricultural development in the Yangtze River Delta is not satisfactory at present, the average annual growth rate of total factor productivity is not high, and the main driving factor of total factor productivity growth is technological progress. The technical efficiency can not be improved at the same speed as the technological progress, so the technical efficiency contributes little to the growth of TFP. The existence of this situation leads to the low efficiency of agricultural total factor productivity growth in Yangtze River Delta, which fails to meet the requirements of balanced and efficient development. Therefore, it is necessary to further study the agricultural total factor productivity and agricultural technical efficiency in the Yangtze River Delta region, so as to investigate the internal structure and growth mechanism of the agricultural total factor productivity in the Yangtze River Delta region. Through empirical and normative analysis, quantitative analysis and qualitative analysis of the research method, on the basis of total factor productivity theory, Data envelopment analysis and stochastic frontier function analysis are used to investigate the growth and composition of agricultural total factor productivity in Yangtze River Delta region, and the agricultural technology efficiency part of agricultural factor productivity is deeply studied. The agricultural scale efficiency of 16 cities in Yangtze River Delta is also investigated. The main conclusions are as follows: first, the total factor productivity of agriculture in the Yangtze River Delta region has fluctuated growth trend during the observation period, the main driving force of the growth is the progress of agricultural technology, and the improvement of agricultural technology efficiency is relatively slow. Less contribution to the growth of agricultural total factor productivity; We must pay attention to the contribution of agricultural technical efficiency to agricultural total factor productivity; Second, the growth of agricultural total factor productivity and technical efficiency among cities in the Yangtze River Delta region is quite different at present. However, after examining the convergence of agricultural technical efficiency, it is found that the agricultural technical efficiency of each city converges from 蟽 convergence to absolute 尾 convergence, and in the long run, The gap between cities in Yangtze River Delta tends to narrow and eventually converge to the same steady state. Therefore, the Yangtze River Delta region should strengthen agricultural cooperation and exchange; Thirdly, the whole agriculture of Yangtze River Delta is in the decreasing range of scale. For most cities in the Yangtze River Delta, the scale of agricultural production should be reduced, the efficiency of agricultural production should be improved, and the development of agricultural industrialization should be promoted. In addition, according to the results of empirical analysis, this paper puts forward to attach importance to the role of agricultural basic technology, to attach importance to the extension and application of agricultural frontier technology, to promote the development of agricultural industrialization, and to strengthen the construction of agricultural service system. Adopting regional differentiated agricultural development strategy and strengthening agricultural exchange and cooperation in Yangtze River Delta and other policy recommendations.
