基于DEA模型的中国文化产业效率研究

【摘要】:文化产业作为一个新兴产业,已日益成为新的经济增长点和国民经济的重要支柱。中国文化产业具有丰富的文化资源、强大的市场需求、日益增长的精神需求和政府积极支持等潜在的竞争优势。随着世界文化产业的迅猛发展,国内外学者对文化产业的相关理论体系研究也逐渐深入和完善。由文化产业的概念界定到其基本理论体系形成,经历了一个漫长的过程,在这个过程中有涉及到相关理论研究的,也有从宏观政策方面对其进行研究的,但是这些研究均是从定性的角度来把握宏观的文化产业的总体发展方向,而对其具体运作过程中的定量分析较少。本文正是基于此,针对文化产业追求经济效益和社会效益的性质,对文化产业的投入产出的效果进行评价。 本文主要运用定性与定量分析相结合的方法,从文化产业的现状分析开始,,根据我国文化产业发展情况和发展特点,选择国内外发展比较成熟效率评价方法,运用DEA方法对我国31个省市的文化产业投入产出效率进行研究。投入指标方面从文化资源、文化资本、人力资源的角度选取了文化产业主要机构数、文化产业投入资本、文化产业从业人员数作为效率评价的投入要素,产出指标选取了文化产业增加值和文化产业影响力指数,这两个指标分别代表了文化产业的经济效益和社会效益。基于上述方法和指标,首先从整体方面分析了我国近几年来整体文化产业的效率情况,其次在选取了2011年作为代表,分析了这一年我国文化产业的发展主要出现的问题,并且进行了东中西大三板块的对比研究,最后结合不同板块中区域的不同特点分析了文化产业的效率情况。 实证研究结果表明,我国文化产业效率不高,即综合技术效率不高主要是由纯技术效率和规模效率共同作用的结果,分板块区域进行研究发现西部主要属于文化资源型区域,而中东部则更偏向于文化技术型区域。分析了各省地区文化产业投入产出效果不佳的原因,主要有资源配置不合理、投入来源单一、专业人才缺乏等,并提出了解决对策,包括完善产业发展政策、拓宽产业融资渠道、加快固有文化企业改革等。
[Abstract]:As a new industry, cultural industry has increasingly become a new economic growth point and an important pillar of the national economy. China's cultural industry has rich cultural resources, strong market demand, growing spiritual needs and active government support and other potential competitive advantages. With the rapid development of the world's cultural industry, scholars at home and abroad have gradually deepened and improved the relevant theoretical system of cultural industry. The definition from the concept of cultural industry to the formation of its basic theoretical system has gone through a long process. In this process, there are related theoretical research, but also from the macro policy to study it. However, these studies are qualitative to grasp the overall development direction of the macro cultural industry, but the quantitative analysis of its specific operation process is less. Based on this, this paper evaluates the input-output effect of cultural industry according to the nature of pursuing economic and social benefits of cultural industry. This article mainly uses the qualitative and quantitative analysis method, from the cultural industry present situation analysis, according to our country cultural industry development situation and the development characteristic, selects the domestic and foreign development relatively mature efficiency appraisal method. This paper studies the input-output efficiency of cultural industry in 31 provinces and cities of China by using DEA method. From the perspective of cultural resources, cultural capital and human resources, the paper selects the number of main institutions of cultural industry, the investment capital of cultural industry and the number of employees in cultural industry as the input elements of the efficiency evaluation from the perspective of cultural resources, cultural capital and human resources. The output index selects the cultural industry added value and the cultural industry influence index, these two indexes represent the cultural industry economic efficiency and the social benefit respectively. Based on the above methods and indicators, this paper firstly analyzes the efficiency of the whole cultural industry in China in recent years, and then selects 2011 as the representative to analyze the main problems in the development of the cultural industry in this year. Finally, the paper analyzes the efficiency of cultural industry according to the different characteristics of different regions. The empirical results show that the efficiency of Chinese cultural industry is not high, that is, the low efficiency of comprehensive technology is mainly the result of the combination of pure technical efficiency and scale efficiency. The middle and eastern regions are more inclined to cultural and technological areas. This paper analyzes the reasons for the poor input-output effect of cultural industry in various provinces and regions, including unreasonable allocation of resources, single source of input, lack of professionals, etc., and puts forward some countermeasures, including perfecting the policy of industrial development. Widen industrial financing channel, accelerate inherent culture enterprise reform and so on.
